About Us
AI-NEMRA (Armenia’s Institutional Network for Monitoring and Reporting) serves as Armenia’s National Mechanism for Implementation, Reporting and Follow-up — a national coordination framework established in line with the United Nations guidance to strengthen institutional capacity for human rights reporting.
Established by Decision of the Prime Minister No. 1031-A of 18 November 2024, the framework brings together an institutional network of government focal points supported by a digital platform that consolidates and categorizes human rights recommendations through an accessible and searchable interface. It connects state institutions across the executive, legislative, and judicial branches, ensuring a coherent, whole-of-government approach to the implementation of Armenia’s international human rights obligations.
Through its platform, AI-NEMRA:
- Systematizes recommendations addressed to Armenia by the United Nations treaty bodies and special procedures, the Universal Periodic Review, and the Council of Europe monitoring mechanisms;
- Facilitates inter-agency coordination through a unified digital platform for easy information access and referencing;
- Strengthens transparency and participation by making information publicly accessible and encouraging engagement by civil society;
- Promotes open governance and accountability, reinforcing Armenia’s commitment to human rights through digital innovation.
